In 2021, the rate of inflation on an annual average basis reached 3.4%, with year-over-year changes in the CPI as high as 6.8% by April 2022. This rate is significantly higher than average rates experienced over the last 30 years and has reinvigorated conversations about wage negotiations and the use of cost-of-living-adjustment (COLA) clauses in collective agreements.
